Snowfall when on sale only costs 6 or 7 bucks. This is not the fault of the devs or the publisher or Steam. So you bought Mass Transit without fully reading what was and was not included in it, assuming that trams were. A mass transit DLC was not envisioned at the time. Trams had been asked for since before release and they released them in Snowfall with the logic that trams were not impeded by snow as other vehicles were. Did they do that as an incentive to buy a DLC that, by and large, was unpopular? Maybe, but maybe not. The devs (from Finland the land of winter) decided to offer winter maps. It was the result of a failed attempt to introduce seasons. Snowfall was the second DLC offered for the game.
They recoup the cost of development with DLC sales.
Not the fifty or sixty dollars that games of similar scope command and certainly not the eighty bucks that EA games got out of me for the disaster of SC2013. The game was very cheap at release only $30 US.
